In its seek to reach more indigent patients across the Bangsamoro region, the Ministry of Social Services and Development (MSSD) inks another memorandum of agreement (MOA) with its 14th partner hospital, the Iranun District Hospital in Parang, Maguindanao on July 27, 2023.
The said contract stipulates the implementation of MSSDโs Bangsamoro Critical Assistance for Indigents in Response to Emergency Situations (B-CARES) Program for the provision of free hospitalization assistance to qualified indigent patients in the Iranun District Hospital.
Following the signing of MOA, Atty. Mohammad Muktadir Estrella, MSSD Director General also personally turned over the PhP 2, 000, 000 to
Dr. Haris D. Macapeges, Chief of Iranun District Hospital for the B-CARES Programโs implementation.
In his message, Atty. Estrella pointed out that the turned-over fund will serve as initial allocation and that it will be replenished to benefit more indigent walk-in patients.
โThis is just the start. The Iranun District Hospital can always request for replenishment upon liquidation. We commit to deliver our services and be your partner in making sure that we can be of help to our most vulnerable constituents,โ Atty. Estrella assured.
โWhen we say that the Bangsamoros have the right to health, we should demand accountability from our government. And thatโs what we are doing in the Bangsamoro Government. We commit to do that even by the end of the transition and even during the regular government period the Bangsamoro Government,โ Atty. Estrella added.
Dr. Macapeges also expressed his utmost gratitude to the Ministry and mentioned that the hospitalization assistance will benefit the indigent patients from the Maguindanao del Norteโs Iranun municipalities of Parang, Matanog, Barira, Buldon, and Sultan Mastura as well as those who are from the nearby municipalities from the coastal area of Lanao del Sur.

Present during the ceremonial activity were MSSD Maguindanao Provincial Social Welfare Officer Hadja Emma S. Ali, RSW, MSSD Parang Municipal Social Welfare Officer Hadja Barbara T. Guialel, B-CARES Program Focal Person Bai Fatty S. Accoy as well as other personnel from MSSD and Iranun District Hospital.
