In pursuit of optimizing social service delivery to marginalized sectors in the Bangsamoro Region, regional executives and senior officers of the Ministry of Social Services and Development (MSSD) conducted a benchmarking activity by visiting government social welfare agencies in Davao City on January 12, 2023.

MSSD officials toured the offices of the Department of Social Welfare and Development (DSWD) Field Office Region XI, Davao City Social Welfare and Development Office (CSWDO), and the Lingap Center—recognized as the origin of the Malasakit Centers in the country which serves as a one-stop shop for government medical assistance for indigent patients in the city.

Chief personnel from DSWD Field Office XI presented their best practices and processes concerning disaster response operations, local government unit (LGU) relations and coordination, and medical assistance through their Assistance to Individuals in Crisis Situation (AICS) program.

Personnel from the Malasakit Center also demonstrated how their advanced database system works in facilitating the daily processing of assistance for their walk-in clients.

Davao City’s CSWDO also highlighted their interventions for women and child protection, advocacy and communication mechanisms, and operational facilities during the benchmarking mission.

The MSSD delegation was led by its executives: Minister Raissa Jajurie, Director General Mohammad Muktadir Estrella, and Deputy Minister Nur-Ainee Tan Lim. Heads from the Planning and Development Division, Disaster Response and Management Division, Protective Services and Welfare Division, Finance Management Support Services Division, Administrative and General Services Division, Human Resource and Management Division, and Information and Communication Division also participated in the learning sessions.

During the activity, MSSD Director General Estrella emphasized that, aside from amplifying and upgrading the frontline services of the Ministry, the benchmarking was also a preparation for the upcoming devolution of social protection programs and services to LGUs in BARMM.
