To ensure that early childhood learning centers in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) are fully prepared for the upcoming school year, a simultaneous two-day activity dubbed “Bayanihang Bulilit” has been conducted by community stakeholders.
In line with the directives of Memorandum Order No. 167, series of 2023, issued by the Ministry of Social Services and Development (MSSD), the Child Development Centers (CDCs) and supervised neighborhood plays (SNPs) within BARMM are set to initiate classes on September 4, 2023, with the academic year extending until July 5, 2024. Private Learning Centers (PLCs), including Tahderiyyah Centers, are also encouraged to adopt this calendar.
As part of its commitment to early childhood development, the MSSD urged CDCs and SNPs in the region to actively participate in the “Bayanihang Bulilit” program, which underscores the collective efforts of the community to refurbish and renovate the centers in preparation for the commencement of early childhood learning programs. These activities include cleaning classrooms, organizing learning materials, designing classroom spaces, painting walls, and even enhancing the surroundings with the planting of flowers.
The municipalities of Bacolod-Kalawi and Masiu in Lanao del Sur, and the 63 barangays of the Special Geographic Area are the pioneering communities in the region that simultaneously conducted the Bayanihang Bulilit last August 22 to 24, 2023.
Before the opening of classes, the CDCs and SNPs plan to conduct a parent’s orientation, during which topics encompassing the Early Childhood Care and Development (ECCD) program’s goals and objectives, the calendar of activities, class schedules, center regulations, and more will be thoroughly discussed. This proactive approach ensures that parents and guardians are well-informed partners in the early learning journey of their children.
According to Ms. Arbaine Guiabar, the focal person of the Children and Youth Welfare Program (CYWP), the Ministry supervises 2,024 CDCs and 572 SNPs across the region. These facilities are supported by MSSD-BARMM through the provision of learning materials, indoor and outdoor play facilities, and a monthly honorarium for child development workers.
