COTABATO CITY โ The Ministry of Social Services and Development, BARMM-READi, Mindanao Humanitarian Team (MHT), and other members of the Bangsamoro Disaster Risk Reduction and Management Council (DRRMC) recently held a joint After-Action Review on Severe Tropical Storm (STS) Paeng.
The event took place on 09 February 2023 at Surya Hall, Mall of Al-Nor and was attended by development partners from various BARMM government agencies, security sectors, international non-government organizations, and civil society organizations.
The purpose of the review was to draw lessons learned from the STS Paeng response and to continuously collaborate for long-term interventions for affected BARMM communities. Areas assessed included coordination, early recovery initiatives, information management, gender equity and inclusion, cash assistance, and community engagement.
“There are things that we can consider as best practices arising from our response. First, the early activation of the emergency operation center based on the directive of the council; immediate deployment of personnel, transportation, and logistics for search and rescue; the conduct of joint rapid needs assessment, led by the government with support from the members of Mindanao Humanitarian Team within 48 to 72 hours; the initial disaster response of the Bangsamoro ministries, offices, and agencies, LGUs, and national agencies; the intensification of our humanitarian action through the different clusters; the release of government quick response fund for the continuing response; and the budget appropriation by the Bangsamoro Parliament to the early recovery plan. We are also able to see the resilience and coping mechanisms of our communities, however, there are still a lot of things to be done in order to strengthen risk reduction management and capacities,” said MSSD-BARMM Minister Raissa H. Jajurie.
A timeline of events during the storm, including coordination meetings and steps taken to mitigate its effects, was presented by Norhassim G. Sinarimbo, the BARMM READi representative.
Meanwhile, an open forum led by Melindi Malang, Head of the UN OCHA Mindanao Sub-Office, allowed for a deeper discussion.
MSSD-DRMD Chief Hasim Guiamil stated that the insights gained from the review will be valuable in creating a comprehensive response plan for effective delivery of humanitarian assistance and services during future calamities and crisis.
In his closing message, MILG Minister and BARMM READi head Atty. Naguib G. Sinarimbo expressed gratitude to the partners for their contributions and ongoing assistance to the BARMM government in providing aid to affected communities in the region.
