COTABATO CITY โ The Ministry of Social Services and Development (MSSD) formally launched the roadmap for the digitalization of payouts, on January 24, 2022, at the Al-Nor Convention Hall. This marks the first of its kind initiative in the region, called Financial Assistance System Transformation (FAST).
The launch was attended by MSSD Minister Raissa H. Jajurie, MFBM Minister Atty. Ubaida C. Pacasem, Maria Georgina Carmel O. Fabreag of Bangko Sentral ng Pilipinas, Mark Anthony R. Padilla of Commission on Audit, Radoslaw Rzehak of UNICEF, MSSD Chief of Finance Division Hamodi L. Tiboron, BICTO Executive Director Dr. Jonathan Mantikayan, MTIT representative Medzar S. Awali, MIPA Division Chief of Operations Rosanne Imperial, MOLE representative Ysmael Kamilan, PSA-BARMM OIC Regional Director Engr. Akan G. Tula, and FAST representative Mohammad Abqary Alon. Abigail Bakker, Second Secretary of Australian Embassy in the Philippines, also expressed her support via video message. The representatives welcomed the initiative and expressed their support, citing its potential to improve the lives of the most vulnerable communities in the region.
The FAST roadmap, spanning from 2023 to 2028, aims to digitize the process of payouts for social services such as financial assistance, pensions, and other benefits. The initiative aims to improve the efficiency, transparency and accountability of the social services delivery system in the region.
The roadmap shall serve as reference for future partnership and collaboration with other BARMM ministries, offices and agencies, development partners, civil society organizations, academic institutions, and private sector to develop and implement a digital payout system for various programs. The system will use a secure and reliable technology to ensure that the payouts reach the intended beneficiaries in a timely and efficient manner.
Pursuant to Executive Order No. 170, s. 2022 (Adoption of Digital Payments for Government Disbursements and Collections), this initiative is also part of the government’s efforts to promote financial inclusion and improve the delivery of social services to the most vulnerable communities in the region. With this, the Ministry is committed to ensuring that the new digital payment system for social services will be accessible and convenient for all the beneficiaries.
The launch of this roadmap is a positive step towards ensuring that the social services in the region are more efficient, transparent, and accountable to the people.
