(10 March 2022 | Shariff Aguak Maguindanao) โ The Ministry of Social Services and Development, with its development partners, UNICEF Philippines and the Food and Agriculture Organization of the United Nations (FAO), commenced the distribution of the cash transfers as part of the anticipatory action or the provision of immediate assistance ahead of a disaster or crisis to mitigate the impact of shocks.
Beneficiaries of the anticipatory action cash transfer will be able to collect their grants from a financial service provider or a cash payout center.
For the pilot payout, a total of 164 beneficiaries from Barangay Lapok in Shariff Aguak received their grants equivalent to PhP 5,800 each from the four (4) branches of RD Pawnshop in Shariff Aguak on 10 March 2022.
Beneficiaries were selected by MSSD based on the following criteria: (1) poor families with children between 0-5 years old; (2) households dependent on farming or fishing as their primary sources of income; and (3) households that are at frequent risk of displacement due to armed conflict and/or severe flooding.
The program is being piloted in Datu Saudi Ampatuan, Datu Salibo, Shariff Aguak, Shariff Saydona Mustapha, Datu Unsay, and Mamapasano in Maguindanao with a total of 7,448 beneficiaries across the six municipalities, which is collectively known as part of the SPMS Box, which experiences recurring displacement of civilian communities due to armed conflict or flooding.
The Unicef and FAO funded pilot program in the SPMS Box is a project under the Joint Programme on the Sustainable Development Goals on Leave No One Behind.
For the pilot program, Unicef’s HOPE (Humanitarian cash Operations and Programme Ecosystem) system was utilized for the digital beneficiary data management.
The learnings from the piloting of this program in the SPMS Box shall inform the development of MSSDโs newest social protection program, ๐ฃ๐ฎ๐ด๐ต๐ฎ๐ต๐ฎ๐ป๐ฑ๐ฎ ๐ฎ๐ ๐ฃ๐ฎ๐ด๐ฏ๐ฎ๐ฏ๐ฎ๐น๐ถ๐ธ, wherein MSSD shall provide assistance in the form of cash or vouchers as part of the anticipatory action or preparation for disaster (paghahanda) before the actual disaster strikes or it may be used as part of the the early recovery package (pagbabalik) as displaced families return to their places of origin or resettles in new areas.
