MSSD conducted Free Live Birth Registration (FBR) in Basilan, Sulu, and Tawi-Tawi from August 4-15, 2022. This is an initiative of the Ministry in coordination with United Nations High Commissioner for Refugees (UNHCR), United Nations Children’s Fund (UNICEF), Municipal Civil Registrar (MCR), Local Government Units (LGUs), and Barangay Local Government Units (BLGUs), which aims to increase the birth registration rate in these pilot areas, wherein many of the indigenous and marginalized citizens are not yet registered.
In Patikul, Sulu, a total of 516 individuals were registered; 248 in Hadji Mohammad Ajul, Basilan; and 178 in Tandubas, Tawi-Tawi.
A birth certificate is an essential document which serves as proof of an individual’s identity and nationality. This is a legal document required by law which allows a person to be provided with basic services, such as education, health, and other specific programs from different government agencies, like MSSD. Thus, the Ministry will shoulder the fees needed for the issuance of Security Paper (SecPa) from Philippine Statistics Authority (PSA) for 0-12 year-old children, since they are the target beneficaries of this program.
Prior to the implementation of the FBR project, a series of capacity development training on live birth registration was conducted in Zamboanga City to equip the participants, composed of LGU staff, volunteers, and UNICEF youth advocates, with knowledge on the use of the birth registration system software for the registration of unregistered children in conflict-affected communities and their families.
