DESCRIPTION

This nationwide program is comprehensive and ensures the provision of adequate recovery and reintegration services provided to trafficked persons.

It also enhances the awareness, skills, and capabilities of the clients, the families, and the communities where the trafficked persons will be eventually reintegrated. It improves community-based systems and mechanisms that ensure the recovery of the victim-survivors, and prevent other family and community members from being victims of trafficking.

It is designed to hasten the healing of victim-survivors from trauma and victimization and effectively address their needs until such time that they are fully adjusted to their respective families and communities.

TARGET BENEFICIARIES

• The victims-survivors of trafficking who are returning or have returned to the Philippines.
• Family and relatives of the victims-survivors of trafficking.
• Communities with a high incidence of trafficking.

OBJECTIVES

Ensure better program access and intensify the delivery of comprehensive services for Trafficked Persons.

1. Undertake capability-building activities.
2. Mainstream and institutionalize the NRS and the NRRD.
3. Ensure the delivery of comprehensive recovery and reintegration services foTPs.
4. Utilize multi-sectoral structures and mechanisms in the delivery of services.
5. Intensify the advocacy campaign against TIPs

LEGAL BASES

• RA 10364 or Expanded Anti-Trafficking in Person Act of 2012–
  This is the new law passed to strengthen RA 9208.
  RA 9208 or Anti Trafficking in Persons Act 2003 – An act to institute policies to eliminate trafficking in persons especially women and children, establishing the necessary institutional mechanisms for the protection and support of trafficked persons, providing penalties for its violations and for other purposes.
• Section 16. Programs that Address Trafficking in Persons. Department of Social Welfare and Development (DSWD) shall implement rehabilitative and protective programs for trafficked persons. It shall provide counseling and temporary shelter to trafficked persons and develop a system for accreditation among NGOs for purposes of establishing centers and programs for intervention in various levels of the community. This is also as part of compliance to RA 7610, Special Protection of Children against Abuse, Exploitation and Discrimination Act to protect women and children from all forms of violence to include human trafficking.
• Section 28. Mandates the Department to immediately provide protective custody to the victims of trafficking pursuant to the Executive Order No. 56, series of 1986. In addition, it protects the officer of the Department free from any administrative, civil, or criminal liability in the regular performance of this function. Moreover, it emphasises that custody proceedings shall be in accordance with the provisions of Presidential Decree No. 603.
