Minister Atty. Raissa Herradura Jajurie
is a Bangsamoro lawyer who has dedicated her life to humanitarian work, defending people’s rights, and advocating for the welfare of underprivileged sectors.
Hailing from Jolo, Sulu, she is of Tausug descent. She completed her studies in Political Science at Ateneo de Manila University and pursued Law at the University of the Philippines – Diliman.
For over two decades, Minister Jajurie served in various roles within the Sentro ng Alternatibong Lingap Panlegal (SALIGAN), Inc., an alternative Legal Assistance Center and non-governmental organization (NGO) committed to developmental legal work for marginalized, disadvantaged, and exploited sectors in the Philippines. Her positions included researcher, Women’s Unit Coordinator, Mindanao Branch Coordinator, and Executive Director.
As a co-founder of Nisa Ul Haqq Fi Bangsamoro (Women for Justice in the Bangsamoro), Minister Jajurie contributed to improving the lives of women in her community through capacity building, community dialogues, research, and policy advocacy. She also played a pivotal role in establishing the Bangsamoro Lawyers’ Network (BLN), aiming to empower Bangsamoro communities with legal knowledge and support.
In 2011, Minister Jajurie made history as the first woman to join the Moro Islamic Liberation Front’s (MILF) Technical Working Group (TWG) during the “Peace Talks” negotiations with the Government of the Philippines (GPH). She went on to become a member of MILF’s legal pool, providing significant contributions to the panels in the crafting of the Comprehensive Agreement on the Bangsamoro (CAB). Her expertise was invaluable during her tenure as a member of the Bangsamoro Transition Commission (BTC), where she contributed to the drafting of the Bangsamoro Basic Law (BBL), which later evolved into the Bangsamoro Organic Law (BOL), a crucial component of the CAB’s implementation.
During her time with the BTC, Minister Jajurie chaired the Committee on Fiscal Autonomy, leading the drafting of provisions related to taxation, revenue generation, wealth sharing, economy, and patrimony, among other areas.
Following the ratification of the BOL and the assumption of office by the Bangsamoro Transition Authority (BTA) in 2019, Minister Jajurie was appointed as a member of the parliament. Later, she was reappointed as the Deputy Floor Leader. In addition to her role as a parliament member, Minister Jajurie serves as the head of the Ministry of Social Services and Development (MSSD), a frontline agency of the Bangsamoro Government that provides immediate and long-term social interventions to enhance the socio-economic well-being of vulnerable and marginalized sectors across the BARMM region.
