The Ministry of Social Services and Development (MSSD), in collaboration with its provincial offices in the BARMM island provinces, has extended a comprehensive assistance package to 3,530 Returning Filipinos from Sabah (REFS) through the Humanitarian Assistance and Transfer for Individuals in Distress (HATID) Program.

As of December 3, 2023, out of the total number of REFS who received assistance, 2,033 were from Tawi-Tawi, 836 from Sulu, and 661 from Basilan.

Before returning to their respective municipalities, the MSSD provided each one of them with financial assistance worth Php 1,000, a transportation allowance from Zamboanga to their hometowns amounting to Php 1,520 each, welfare foods containing one sack of rice, assorted canned goods, noodles, coffee, sugar, and a 20-liter water container, medical access to healthcare services, sleeping and hygiene kits, and temporary shelters.

The MSSD also conducted counseling, family or relative tracing, and referrals to the Ministry of Labor and Employment (MOLE) for additional socio-economic assistance.

Partner agencies, including the Marine Battalion Landing Team-12 (MBLT) and the Regional Port Authority (RPA), provided additional logistical support by ensuring safe and secure transportation for the REFS from the seaport to their temporary shelters.

The HATID Program aims to provide emergency assistance to REFS, stranded individuals, returning Overseas Filipino Workers (OFWs), locally stranded individuals, victims of violence, and vulnerable groups by prioritizing their safety, relocating them, facilitating their transfers, reuniting them with their families, and offering social welfare support.
