COTABATO CITY โ MSSD conducted a meeting on Project Orientation and Process Analysis of Its Current Financial Distribution Schemes to the focal persons of its programs and concerned personnel earlier today at Paragon Hotel and Restaurant.
This event is a kickoff activity of the Financial Assistance System Transformation (FAST) Project, which is a special project supported by UNICEF. Its main purpose is to accelerate the distribution system of financial assistance by the Ministry by adopting various digital platforms.
As part of its mandate, it is the Ministry’s goal to provide a balanced and responsive approach to the needs of the vulnerable and marginalized sectors. Currently, the distribution of financial assistance for both regular and nationally funded programs of MSSD, excluding the Pantawid Pamilyang Pilipino Program (4Ps), is done through its Municipal Social Welfare Officers (MSWOs), who serve as Special Disbursing Officers (SDOs) in their respective assigned municipalities. This kind of distribution scheme impedes the Ministry from immediate implementation of its programs in all the provinces under its jurisdiction.
“This project started in August and there is an expected pilot implementation of its various schemes in the last quarter of 2022” said Chief of Finance Division Hamodi Tiboron.
With the adoption of the digital payment system under the FAST Project, the distribution of financial assistance to the beneficiaries will be more efficient and convenient.
