DAVAO CITY – As one of the service frontline agencies of the Bangsamoro Government that address the welfare and holistic well-being of children, the Ministry of Social Services and Development (MSSD) presented its report on Early Childhood Care and Development (ECCD) and social interventions for the children during the 1st BARMM Education Summit on 5 – 6 December 2022 in Davao City.
MSSDโs Chief of Staff Lyca Therese M. Sarenas discussed the major milestones in the implementation of ECCD MSSDโs Children and Youth Welfare Program (CYWP) across the Bangsamoro region on behalf of Minister Raissa Jajurie.
โAt least 66,279 learners 1,702 daycare or child development centers and 16,876 learners in 742 supervised neighborhood play (SNP) facilities, are supported by the Ministry through the capacity building of CDC workers, and the provision of ECCD learning kits, and outdoor play equipment. We are looking forward to the approval of the Ministryโs proposed 2023 budget, which now includes the provision of monthly honoraria for at least 1,695 daycare teachers,โ said Sarenas.
Meanwhile, Sarenas also highlighted the significance of BARMMโs fiscal autonomy in relation to the ministryโs development of several landmark social protection programs such as the Kupkop Program which is financial assistance to indigent orphaned children, and the Free Birth Registration Program which provides free legal proof of identity for children to access basic services on education and healthcare.
The summit is an initiative of the Ministry of Basic, Higher, and Technical Education (MBHTE), in cooperation with UNICEF Philippines and Australian Embassy’s Education Pathway to Peace in Mindanao which serves as a focused, intensive, and inclusive venue for consultations on continuing education and ground-up organizing for the education sector in the region.
Regional and local governments, representatives of BARMM ministries, and development partners were present during the event.
