The Regional Juvenile Justice and Welfare Committee โ BARMM (RJJWC), chaired by the Ministry of Social Services and Development (MSSD) in collaboration with various ministries and offices, conducted a series of monitoring visits and spot inspections at detention facilities on October 16-19, 2023 in the provinces of Maguindanao del Sur, Maguindanao del Norte, and Cotabato City.
The purpose of this activity is to bolster the implementation of the amended Republic Act 9344 to ensure compliance with the provided standards and make the necessary reports and recommendations to the appropriate agencies.
During their visit, the RJJWC – BARMM carefully assessed various critical aspects of juvenile justice and child welfare, including the number of Children at Risk (CAR) and Children in Conflict with the Law (CICL) cases, the utilization of CAR and CILC registries, monitoring of Violence Against Women and Children (VAWC) cases, and the provision of technical assistance on the proper handling of CAR and CICL cases.
Furthermore, RJJWC-BARMM distributed essential flowcharts to all visited police stations, which will serve as reference guides for the proper protocols in handling juvenile justice cases.
Also present during the monitoring were representatives from RJJWC-BARMM, the Regional Sub-Committee for the Welfare of Children (RSCWC), the Public Attorneyโs Office (PAO), the Bangsamoro Attorney General’s Office (BAGO), the Bangsamoro Planning and Development Authority (BPDA), the Bangsamoro Women Commission (BWC), and the Bureau of Jail Management and Penology (BJMP).
