Lamitan City, BASILAN – Two units of Bahay Pag-asa located in Barangay Santa Clara, this city, are now fully functional and managed by the Ministry of Social Services and Development (MSSD).
Officially turned over by the Office of the Member of Bangsamoro Parliament, Atty. Laisa M. Alamia, and the Ministry of Public Works (MPW) on 6th February 2024, the Bahay Pag-asa is a 24-hour child-caring institution providing short-term residential care for children at risk (CAR) and children in conflict with the law (CICL) and waiting for court verdict of their cases or transfer to other agencies or jurisdiction for safety and rehabilitation.
Bahay Pag-asa has dormitories for boys and girls, comfort rooms, dining room, living room, laundry room, mini library, prayer room, dormitory supply, and multi-purpose room.
There is also an emergency clinic, conference room, offices for director, psychologist and admin and finance, human resource office, evaluation section, processing and admitting section, and records section.
Other facilities such as a basketball court was also set up to encourage physical activity
and a gardening space to support their living.
Atty. Laisa Alamia, MP, in her speech, emphasized that Bahay Pag-asa will give CAR and CICL a safe haven to reconstruct their lives, saying “children-in-conflict with the law deserve every chance at a better life, and Bahay Pag-Asa offers that chance to every child who needs it.”
On behalf of MSSD minister, Atty, Raissa H. Jajurie, MP, chief of Staff, Atty. Anna Liza Mones, highlighted the essence of restorative justice under Republic Act 9344 (Act Establishing a Comprehensive Juvenile Justice and Welfare System) “stressing “restorative justice is not just about the offenders, not just the offended person, but the community. The RA 9344 gives every CICL a golden stage to have a better position and be builders of the Bangsamoro as a community.”
MSSD will continue to provide trainings on mental health and psychosocial support (MHPSS), education, and other related skills training and drills; integrated care management protocols; diversion processes; discernment; and intervention programs
to its field workers, staff and other service providers in handling CAR and CICL cases.
CAR refers to children who are vulnerable to and at the risk of committing criminal offenses because of personal, family and social circumstances.
CICL refers to children who are alleged as, accused of, or adjudged as having committed an offense under Philippine laws.
The construction of the Bahay Pag-asa is supported under the Transitional Development Impact Fund (TDIF) of Atty. Laisa Alamia, MP.
Present during the turn-over were MSSD Regional Social Welfare Officer IV, Guialil Pandi, and Children and Youth Welfare Program (CYWP) focal, Arbaine Guiabar.
Also graced the ceremony were Basilan governor Jim Hataman- Salliman, MPW officials led by Eduard Guerra, MP, PRO-BAR regional director PBGen. Allan Nobleza, and BHRC Basilan provincial director Atty. Alman-Najar Namla.
Lamitan City associate city prosecutor Atty. Nurnarda Hadjail, JJWC executive director Atty. Tricia Oco, Basilan PSWO Anwary Akalun, and representative from Taguima Youth Congress, secretary-general Sitti Shaira Dompol, also attended the event.
